Building Resilience to High-Impact Hydro-Meteorological Events through Strengthening Multi-Hazard Early Warning Systems in Small Island Developing States (SIDS) and South East Asia

Situation actuelle

Environment and Climate Change Canada (ECCC) has allocated CAD $10 million to the project Building Resilience to High-Impact Hydro-Meterological Events through Strengthening Multi-Hazard Early Warning Systems in Small Island Developing States (SIDS) and South East Asia, representing its institutional support to the Climate Risk and Early Warning Systems (CREWS) initiative. An additional CAD 3.3 million has been provided from the CREWS Multi-Donor Trust Fund.

Running until March 2021, the multi-country project will strengthen weather-, climate-, and water-related impact-based decision support services, protecting lives and property in three regions: South East Asia, the Caribbean, and the Pacific. 

Objectifs

The project objective - to strengthen weather, climate, and water impact-based decision support services of national meteorological and hydrological services (NMHSs) to Multi-Hazard Early Warning Systems (MHEWS) stakeholders, social and economic sectors and communities - will be achieved through sponsoring WMO flagship activities in the project regions, such as the Severe Weather Forecasting Demonstration Project (SWFDP) and the Flash Flood Guidance System (FFGS) with the hopes of:

  • Increasing engagement of NMHSs in national/regional MHEWS and DRR mechanisms 
  • Increasing access to and utilization of regional and global hydrometeorological data and products by NMHSs to support national development of impact-based forecasts and warnings as part of MHEWS
  • Strengthening NMHSs capacity for the development of impact-based hydrometeorological products and services to support MHEWS stakeholders in their decision making

 

Structure

The project is based around three expected outcomes: 

Improved Governance

Strengthened national and regional disaster risk management and early warning mechanisms with increased engagement and recognition of the NMHSs in them, enabling enhanced access to risk information for priority decisions and to effective, tailored early warning services by selected stakeholders in high-risk contexts in selected high-risk countries 

Enhanced Product Development

Enhanced development of, and access to regional and global hydrometeorological data, products and services, and their utilization by the NMHSs of the beneficiary countries to support the development of impact-based forecasts and risk-informed warnings for/of severe weather, flash floods and riverine floods, as part of the national MHEWS, including strengthened (operational) support systems from relevant regional institutions, with global support as necessary, to provide capacity development, surrogate risk information and early warning services and decision support on a regional basis.

Enhanced Service Delivery

Strengthened NMHSs' capacities for the provision of hydrometeorological products and delivery of respective services, especially impact-based forecasts and risk-informed warnings to support national MHEWS stakeholders in their decision making.
