This survey is being conducted as a follow up of the Executive Council decision taken at its 69th Session in June 2017 (Decision 61 (EC-69)). Executive Council acknowledged that at a national level, the mechanisms, legal frameworks and regulations for engagement and partnership between NMHSs and private sector entities vary significantly. There is a general recognition of the growing share of non-NMHS entities in various areas of activities of the so-called "weather enterprise" (not limited to meteorology, but covering also hydrology and climate activities), which requires respective adaptation of the NMHSs to a new competitive environment. To that end, WMO has been asked to assist NMHSs and to develop a global policy framework on the public-private partnership and engagement, as well as practical guidance that would facilitate the dialogue of between the public and private sectors.
