Project background

The Scaling up Integrated Flood and Drought Management and Early Warning System for Climate Change Adaptation in the Volta Basin Countries (VFDM Phase 2) is a five-year regional initiative led by the World Meteorological Organization (WMO), with a proposed Adaptation Fund grant of USD 19.36 million. The project builds on the achievements of VFDM Phase 1 and aims to strengthen climate resilience in Côte d’Ivoire and Ghana by scaling up integrated flood and drought management and early warning systems from pilot areas to national coverage.

The project, once approved, will expand the VOLTALARM early warning system, improve flood and drought risk mapping and climate projections, strengthen hydro-meteorological monitoring and forecasting, and promote integrated water resources management. It will also support community-based adaptation, nature-based solutions, gender-responsive approaches, institutional capacity development, and stronger coordination among government agencies, local communities and private-sector stakeholders. By strengthening risk-informed planning and early action, VFDM Phase 2 seeks to reduce the impacts of climate extremes on vulnerable communities, livelihoods and ecosystems while supporting sustainable development

Objective(s)

The main objective of the second phase of the Volta Flood and Drought Management (VFDM) project is to enhance the climate adaptive capacities and resilience to hydro-climatic risks across the entire countries of the Volta Basin – Ghana and Côte d’Ivoire, reducing the vulnerability of over 60 million people. The project supports this objective through integrated and cross-cutting solutions that span technical, institutional, and governance dimensions. It will scale early warning systems at the national scale, provide updated climate risk information and projections, and promote localized adaptation strategies.

Outputs

  • Flood and drought risk assessments: Vulnerability and exposure assessments, gender-sensitive analyses, and national risk maps for Côte d’Ivoire and Ghana.
  • Enhanced hydro-meteorological services: Improved monitoring, forecasting, climate information and access to reliable data for flood and drought risk management.
  • Strengthened early warning systems: Expansion and improvement of the VOLTALARM system to support timely warnings, preparedness and early action.
  • Climate-resilient adaptation measures: Implementation of integrated flood and drought management interventions, including nature-based solutions and sustainable water management practices.
  • Community resilience and capacity development: Training for institutions, technical experts, local authorities and communities, with inclusive and gender-responsive approaches to preparedness and adaptation.
  • Improved policies and institutional coordination: Stronger national and regional frameworks, inter-agency collaboration and risk-informed decision-making for integrated flood and drought management.

Expected outcomes

  • Reduced vulnerability to floods and droughts among communities, livelihoods and critical infrastructure in Ghana and Côte d’Ivoire.
  • Improved early warning and early action through enhanced forecasting capabilities, expanded VOLTALARM coverage and more effective dissemination of timely, actionable warnings.
  • Strengthened climate resilience and adaptive capacity of vulnerable communities, particularly women and other at-risk groups, to cope with climate-related hazards.
  • Enhanced integrated flood and drought management through improved risk assessments, climate information, water resources management and nature-based solutions.
  • Increased institutional and technical capacity of national and local authorities to assess risks, prepare for climate extremes and implement coordinated disaster risk reduction measures.
  • Strengthened regional cooperation and governance between Ghana and Côte d’Ivoire for coordinated, sustainable and climate-resilient management of shared Volta Basin water resources.
