Tenzin Khorlo

As the Chief Environment Officer of the Department of Water, I have 22 years of experience in providing policy, regulatory, and technical guidance in designing, developing, and implementing environmental bills, strategies, policies, guidelines, and standards. I have worked as an environmental policy maker, regulator, and supervisor (21 years) -Strategic Environment Assessment and Environment and Social Impact Assessment (16 years), Water Strategy and Water Security Index System for Integrated Water Resources Management (05 years), and Waste Management Strategy and managed numerous projects as a Project Director/Team Leader.

My accomplishments in the last five years as Project Director/Coordinator:

  • Introducing water curriculum at the tertiary level (Bachelor of Engineering in Water Resources Management) at the College of Science and Technology,
  • Development and preparation of the National Adaptation Plan for Bhutan.
  • Development of guidelines for determining the Minimum Environmental Flow in the river system,
  • Assessment of Assessment of Climate Risk on Water Resources,
  • Development and launching of the Water Security Index System and Report on the Wangchhu Water Security Index, and
  • Project formulation and development of a blueprint for the Water Flagship Program.

Work in-hand:

  • Preparation of guiding tool for the development of the National Integrated Water Master Plan,
  • Assessment and introduction of Water Tariff for Drinking and Irrigation water,
  • Formulation and implementation of Water User Association and Registration,
  • Approach towards Nature-based solution with the application of Payment for Ecosystem Services and Sprig-shed Management.

Qualification: Master of Environment (Economics and Policy), and Bachelor of Chemical Engineering.
