National Scale

The guidelines are designed to inform the users about the methods used to derive information on national-scale greenhouse gas emissions and removals from atmospheric measurements (referred to in the guidelines as an atmospheric measurement-based flux estimation system (AMFES)), in support of national inventory reporting requirements. It is recognized in the 2019 refinement to the 2006 Intergovernmental Panel on Climate Change (IPCC) guidelines for national greenhouse gas inventories that an AMFES is a potentially valuable way to complement existing national inventories and help guide national inventory improvement programmes. Additionally, an AMFES could support the planning and monitoring of national commitments related to greenhouse gas emissions (e.g. Nationally Determined Contributions (NDCs)). The present guidelines document provides examples of the mature AMFES methodologies of currently operating systems from several countries, and their implementation within national inventory reporting frameworks. This guidelines are intended to be updated regularly to address newer technologies and datasets as they evolve and are made more accessible for use by national inventory systems.
