WMO at COP28

WMO supports the United Framework Convention on Climate Change (UNFCCC) process and every year participates in sessions of the Conference of the Parties (COP), by providing the latest scientific advice and information to governments, including on the state of the climate and greenhouse gas concentrations. 

A top-level delegation from WMO will attend COP28 in Dubai, United Arab Emirates (UAE) from 30 November-12 December 2023.  

COP28 will be a milestone moment for global climate action. The COP28 Presidency’s two-week thematic program is geared towards responding to the Global Stocktake and closing the gaps to 2030. The Presidency has taken an inclusive approach to developing the thematic program.

At COP28, WMO will pursue the following priority areas: 

  • Early Warnings for All by 2027  
  • Climate science and services for Climate Action
  • Global Greenhouse Gas Watch
  • Systematic Observations Financing Facility (SOFF) 
  • Water and Climate Interdependencies 

At the WMO-IPCC-MERI-NCM Science for Climate Action Pavilion, dedicated sessions will be allocated to the above-mentioned topics, with the aim of furthering the understanding of challenges, solutions, and opportunities for the climate change community.

Science for climate action.
Science for Climate Action Pavilion
The Science for Climate Action Pavilion at COP28 is hosting the events of the World Meteorological Organization (WMO), the Intergovernmental Panel on Climate Change (IPCC), MERI Foundation and the National Center of Meteorology of the UAE (NCM). With a special focus on Early Warnings for All, WMO side events are open to in-person participation (in the Blue Zone) or to remote participation. Live streaming will be available on each event page.
COP28 UAE will be a milestone moment when the world will take stock of its progress on the Paris Agreement.
The first Global Stocktake (GST), will provide a comprehensive assessment of progress since adopting the Paris Agreement. This will help align efforts on climate action, including measures that need to be put in place to bridge the gaps in progress. The COP28 UAE Presidency will work to ensure that the world responds to the GST with a clear plan of action.
