Under the Horizon Europe RTD framework, the iClimateAction project aims to enhance the harmonization of Earth Observation activities among the Global Climate Observing System (GCOS), the Group on Earth Observations (GEO), and the World Meteorological Organization (WMO), iClimateAction explores how greater synergies can be developed across organizations in the creation, management, and utilization of climate data from Earth Observation (EO) to services.

Focusing on Essential Climate Variables (ECVs), the project supports WMO, GCOS, and GEO in their shared objective of building a more standardized, open, accessible, and interoperable global observing system. Involving additional key stakeholders in the Earth Observation system, iClimateAction will produce an assessment of the current EO value chain for ECVs, identifying gaps and shortcomings that limit full exploitation from science to services. It will also identify the most suited actions for harmonization of the EO ECV data value chains across the 3 organizations and beyond that will serve for the improvement and the implementation of climate services in support of policies and international treaties.

The project will deliver a range of outputs, including:
- A series of recommendations on how the three main organizations can work better together, based on their strategic plans.
- An Overview of existing climate data (Essential Climate Variables), how the data is collected, what’s missing, and how useful it is for users.
- An assessment of methods and data used to map heat risks and ecosystems and how information can be made easily accessible and findable in the EO databases.
- A series of guidance documents on How to better use Earth Observation (EO) data, including the use of artificial intelligence (AI) and the organization of global climate data centers.
- A Roadmap to improve how EO data is used and shared over the next five years, including how to align the efforts of different organizations.
- Communication activities and Tools to help explain and promote the project’s findings and benefits to different audiences.

The project operates at two levels, one internal to WMO, GEO and GCOS, and another level where all relevant organizations operating in the ecosystem of EO climate data will be considered.
The expected outcomes are the following:
- Improved coordination and harmonization across GCOS, GEO, and WMO
- Strengthened stakeholder engagement and alignment of EO strategies between the community and the consortium
- Reduced fragmentation in the EO data value chain and enhanced exploitation of EO and ECVs data for climate services, with a particular focus on Europe
- Strategic guidance for sustained inter-organizational cooperation and funding across the global EO ecosystem
- More efficient evidence-based information delivery and better support for policy-making and international climate agreements (e.g., Paris Agreement, EU Green Deal).
