Mission of the Office of the Legal Counsel

The Office of the Legal Counsel (OLC) at the World Meteorological Organization (WMO) provides comprehensive legal services, advice, and counsel to the WMO Secretariat and its governing bodies. Its primary role is to ensure that the legal aspects of WMO’s activities are aligned with its Convention, Strategic Plans, and objectives established by its Member States. OLC  advises WMO’s technical and administrative departments, as well as regional offices, on legal matters. These include:

  • contract drafting and negotiation;
  • relations with host countries;
  • privileges and immunities; and
  • providing advice administrative law issues   

OLC also assists in interpreting the Organization’s regulations and rules, advises on relations with international and non-governmental organizations and represents WMO in legal disputes before the United Nations Dispute Tribunal and United Nations Appeals Tribunal. 

Reporting structure the Office of the Legal Counsel

Within WMO’s structure, the Office of the Legal Counsel reports directly to the Secretary-General. OLC supports the leadership in ensuring WMO’s legal integrity and the achievement of its objectives. 

Authority of the Office of the Legal Counsel

The Office of the Legal Counsel at WMO plays an essential role in safeguarding the Organization’s privileges, immunities and status as an international organization. OLC actively engages with WMO’s senior leadership and governing bodies to ensure that the Organization’s actions comply with constitutional, legal and administrative frameworks. Its authority extends to promoting compliance with international law and WMO’s internal regulations, thereby protecting the integrity and reputation of the Organization.
