Francis Pigeon
Mr. Francis Pigeon leads the Meteorological Service of Canada’s (MSC) strategy and policy development as well as internal and external partnerships. He his the Chair the Climate Risk Early Warning Systems (CREWS) initiative (as of June 2025) and spearheaded and chaired the Friends of Early Warnings donor group. Previously, he played a number of key roles at the intersection of international policy and financial issues, including overseeing Canada’s climate finance commitments and investments, as well as finance negotiations at the UNFCCC. Francis led Canada’s engagement in strategic international partnerships such as the Powering Past Coal Alliance and the Climate and Clean Air Coalition. In his functions at the former Canadian International Development Agency (CIDA) and Global Affairs Canada he managed Canada’s International Assistance Envelope. He holds a M.A. in International Relations and a B.A. in Political Sciences and International Development.
